Hagan was born and raised in Texas and spent most of his life in Lubbock. He earned his undergraduate degree in Natural Resource Management from Texas Tech University in 2020 and went on to graduate with honors from Texas A&M University School of Law in 2023. Before joining the firm, Hagan served as staff counsel for one of Texas’ river authorities, where he gained practical experience working with government entities on a variety of legal matters. He currently serves as the City Prosecutor for the City of Richardson. His practice at the firm focuses on municipal prosecution, open government, public contracting and procurement, and real property.
